NoFYL seeks the services of a Monitoring & Evaluation Officer for its Youth Empowerment Program.  The incumbent will have overall responsibility for the monitoring, evaluation and learning components of the project. S/he will be responsible for ensuring project-based M&E systems comply with donor rules/regulations and approved project design/indicators.  S/he will work closely with the NoFYL and partner teams to ensure M&E systems are adequate to measure program results, to track progress effectively, to ensure accountability to results and to contribute to NoFYL’s evidence-base. S/he will work closely with any external project reviews/assessments/evaluations and ensures that data provided through regular internal and donor reporting structures is accurate and complete.  S/he contributes to NoFYL’s overall program quality frameworks and learning to advance its long-term programs around its defined impact populations.  While s/he reports directly through the project management structure, s/he will work closely with the Project Manager.
Qualifications, experience and competencies
–   Degree/Diploma in Statistics/ Development studies/Business studies/Entrepreneurship/Monitoring and Evaluation or other relevant field
–   + 2 years’ experience in monitoring and evaluating entrepreneurship/economic development programmes
–   Experience with statistical software (preferably SPSS) is desirable
–   Strong analytical and conceptual skills
–   Commitment to and ability to promote organizational learning
–   Strong integrity, and commitment to program quality
–   A solid commitment to NoFYL mission, vision, values
–   Excellent written and oral communication skills
–   Strong understanding of accountability
–   Good interpersonal and communication skills
