Northern Frontier Youth League (NoFYL) seeks to fill in the following positions for an anticipated Youth Empowerment Program (YEP).
1) Project Manager – Youth Empowerment Program
Duty station: Mandera
Position Code: YEP-AA001
Job summary
The Youth Empowerment Project Manager is the key point of responsibility for implementation of the Youth Empowerment Program. S/he is responsible for planning, implementation, personnel management, resource management, monitoring & evaluation, associated stakeholder and partner relationship management, timely and quality reporting.  S/he plays a role in design and development of complementary or new funding proposals.  S/he ensures quality of her/his project activities/results including as necessary coordinating external technical support/expertise. The project manager will directly supervise four Technical Specialists based in Elwak and Takaba as will be decided by senior management. S/he will have technical background in Internal Savings and Lending (ISALs) and Entrepreneurship development including linkages with formal financial service providers. S/he will have oversight of the relationship with the respective district and provincial stakeholders.
Qualifications, skills and experience
–    A Degree/Diploma in Business, Development, Entrepreneurship, Economics, Adult and Continuing Education and other related field
–    +2 years relevant experience in community development/ humanitarian work with an emphasis on entrepreneurship development and, or microfinance, with a minimum of 2 years at a supervisory or managerial level
–    An innovative results oriented team leader with good analytical, conceptual and interpersonal skills
–    Excellent Report Writing, Monitoring & Evaluation and computer skills
–    Experience in budget & cost control and strong finance and business skills.

2) Two x Business Development Officers
Duty Station: Elwak & Takaba
Position Code: YEP-AB15
Job summary
The Business Development Officer (BDO) will be stationed in Elwak and Takaba respectively and will report directly to the Project Manager (PM) in Mandera.  The BDO will be responsible for the identification of investment options within youth ISAL clients/groups existing businesses and/or potential businesses that are most feasible for potential investors to invest in based on scalability, repetition, job creation, profitability, and sustainability of the business. Identifying local business needs such as technical assistance, access to markets, networks, credit, business knowledge, business coaching, mentoring, etc. Promoting the Youth Empowerment Program (YEP) by building relationships with the business community, business associations, civil society, and government ministries and departments.  Traveling to all youth ISAL clients/groups in assigned areas to conduct assessment for investment opportunities.
Identifying and presenting to stakeholders emerging market trends and potential client needs that may present new service opportunities for the youth. S/he will manage project resources, facilitate capacity building trainings, provide technical backstopping and maintain good stakeholder relationships in the assigned areas. S/he will be responsible for effective achievement of project deliverables as well as making recommendations on project related issues as appropriate.
Qualifications, experience and competencies
–    Degree / Diploma in or equivalent
–    At least 1 year experience at technical capacity in the field of entrepreneurship/economic development in private sector, NGO or community development work

3) Internal Savings and Lending Training Officer
Duty Station: Roaming: Mandera County- Nairobi
Position Code: AC15
Job summary
The incumbent will be responsible for overall partner and Cluster Facilitator capacity building in ISAL in the following areas:- Internal Savings and Lending (ISAL), Selection, Planning and Management of Income Generating Activities (SPM), Cluster Facilitator concept, programme monitoring and evaluation tools and data collection. The successful incumbent will be responsible for promoting effective integration of the ISAL methodology with other program interventions/methodologies in the YEP.  S/he will coordinate ISAL clients/groups capacity building by partners in assigned areas. S/he will participate in preliminary partner Memorandum of Agreement development.  S/he will facilitate the conduct of quarterly partner review meetings in assigned area of operation.  S/he will be responsible for developing project annual, quarterly and monthly implementation plans with the partners.  S/he will ensure timely production and submission of annual, quarterly and monthly narrative and statistical reports.
Qualifications, experience and competencies
–    Training Degree/ Diploma / adult education, microfinance, urban and rural development, business studies
–    At least 2 years experience working with partners and savings clubs in both rural and urban communities
–    Ability to train, coach and mentor partners and savings clubs
–    Good analytical and conceptual skills and understanding of the functions of the microfinance sector in Zimbabwe
–    Analysis, presentation and reporting
–    Good interpersonal and communication skills
–    Good coordination and facilitation skills
–    Ability to work independently as well as in a teams

4) Monitoring and Evaluation Manager
Duty Station: Mandera-Elwak-Takaba: Roaming
Position Code: AD-ME15
Job summary
NoFYL seeks the services of a Monitoring & Evaluation Officer for its Youth Empowerment Program.  The incumbent will have overall responsibility for the monitoring, evaluation and learning components of the project. S/he will be responsible for ensuring project-based M&E systems comply with donor rules/regulations and approved project design/indicators.  S/he will work closely with the NoFYL and partner teams to ensure M&E systems are adequate to measure program results, to track progress effectively, to ensure accountability to results and to contribute to NoFYL’s evidence-base. S/he will work closely with any external project reviews/assessments/evaluations and ensures that data provided through regular internal and donor reporting structures is accurate and complete.  S/he contributes to NoFYL’s overall program quality frameworks and learning to advance its long-term programs around its defined impact populations.  While s/he reports directly through the project management structure, s/he will work closely with the Project Manager.
Qualifications, experience and competencies
–   Degree/Diploma in Statistics/ Development studies/Business studies/Entrepreneurship/Monitoring and Evaluation or other relevant field
–   + 2 years’ experience in monitoring and evaluating entrepreneurship/economic development programmes
–   Experience with statistical software (preferably SPSS) is desirable
–   Strong analytical and conceptual skills
–   Commitment to and ability to promote organizational learning
–   Strong integrity, and commitment to program quality
–   A solid commitment to NoFYL mission, vision, values

5) Monitoring & Evaluation Assistant (2 Positons)
Duty station: Elwak & Takaba
Position Code: AE-MEA15
Job summary
The Monitoring & Evaluation (M&E) Assistant will play an integral role in the achievement of the project objective by taking charge of all monitoring and evaluation activities, survey work and analytical sessions undertaken at his/her level. S/he is expected to work closely and be answerable to the Project Monitoring and Evaluation Specialist. S/he is also expected to liaise with the, technical specialists, partners, and stakeholders. The incumbent will be responsible for enlisting effective stakeholder participation in the project M&E activities. S/he will be responsible for documentation of success stories and lessons leant to promote learning and knowledge management.
Qualifications and work experience
–    BSC/Diploma Statistics or Social Sciences with a minimum of two years relevant experience in data collection, analysis and reporting
–    Good in statistical analysis and ability to work with figures
–    Be proficient in statistical packages such as SPSS, MS excel, Access etc
–    Good communication skills (oral and written)
–    Good PR, team player, able to work under strenuous conditions
–    Strong analytical skills and decisive
